Go back to the GCPD building where he is, you can't go in the front way because he's frozen that, so you have to go round the back way. (Where you came out of when Vicky Vales helicopter was shot down)

@filo99991 That's the Freeze Cluster Grenade I believe. It is thrown on the ground and will freez groups of enemies in place. Really helpful for large groups, esspecially one boss fight towards the end of the game. You get it in the steel mill as a side quest.
