I don't remember the name of the song but Ride is a great "shoegaze" band kind of like Swervedriver who was also on this sdtrk with "duel" which is an awesome song.
I still have Road Rash on PC, and I fondly remember most of the songs in that awesome game! I think my all time favorite would have to be Hammerbox's Trip (default menu theme), with Soundgarden's Rusty Cage as a close second.
As this music was only in the menus (at least on the PSX that I own). Still, fell in love with the song Jessie by Paw and bought their albums. Funny how twisted some of those clips are hehehe
