I hate the say this but I suspect because Toole and his bedmate were so stupid that the cops tried to take their cold cases, shift the guilty verdict on Toole and Lucas and then make huge money and fame off of the not so "resolved cases" because at the time they hadn't a bloody clue to resolve the issues.

In my mind, this makes the cops just as guilty of obstructing justice as the killers who are truly the monstrous evil beings who killed people in the unresolved cases.
