The whole spraying incident doesn't make sense - he just sprays and walks away. No arrests, no words, nothing. It was like he was bored and annoyed and knew he could get away with it. I don't know the regulations for the use of pepper spray but that doesn't seem to be it either the way he did it or the reason he did it.
