The percentage chance of your dog dying from choking on a balloon is infinitesimally small - dog's are not small children, who choke relatively easily! I can't tell you how many toys, rocks, sticks, K-9's eat whole as a puppies, which pass through their system harmlessly. K-9's also have a strong gag reflex system; on par with a human able to perform the Heimlich maneuver upon themselves.
by the same rational, they don't sell sticks, rocks, and live squirrels as pet toys either. I know of 14 people who's pets died due to eating tainted dog food. My Lab likes to grab empty plastic bottles out of recycling and chew off the tops; it becomes a game for her and a race to get the top off before I get the bottle off her, and yes she could probably die form a very small chance she may choke. If I where you, I would take a chill pill and stop worrying about other peoples business
