This is not like minority report - which is catching people BEFORE they commit any crime. Yes the protester didn't kill or injure anyone, but if you take that line you could say a drink driver who still manages to drive home without crashing/hitting someone hasn't committed a crime. Intentionally putting others at risk of death or GBH is a crime. Intention is often more important than outcome in the law.

This man's sentence is a political one, making him a political prisoner instead of so much a criminal prisoner. He was sentenced so harshly because they want to crush our right to protest, which is one of the few rights we do have living in a democracy. Police frequently use provocation tactics to rile peaceful protests into violent ones. This man is being used as a messenger, to send a message out to any other people who wish to protest when something is going very wrong with the country.
There may have been some sense that (in the context of a near riot / large scale attack on Millbank) a clear message needed to be sent that this kind of violent disorder would not be tolerated, so up to a certain extent I sympathise with your idea that there was some political impetus behind his sentencing.
But the bloke was a prick who could have put my girlfriend or son in a wheelchair or killed an officer, his punishment was legitimate.

This man's sentence is a political one, making him a political prisoner instead of so much a criminal prisoner. He was sentenced so harshly because they want to crush our right to protest, which is one of the few rights we do have living in a democracy. Police frequently use provocation tactics to rile peaceful protests into violent ones. This man is being used as a messenger, to send a message out to any other people who wish to protest when something is going very wrong with the country.

Agreed, the CPS tends to come down heavily when officers are involved'.
But my point remains, the call of 'precrime' is silly, it's entirely reasonable for the law to discourage grossly reckless behaviour. A person planning to kill you (but not getting to carry it out due to intervention) or someone driving their car, pissed, through a shopping centre (but not killing anyone) when arrested are not innocent victims of 'precrime'.
