Kermit was going to hire him as a stagehand on "The Muppet Show", but well...he forgot Miss Piggy's costumes, he forgot to write punchlines for Fozzie's jokes, and he forgot to get Gonzo's asbestos suit for his latest stunt (dousing himself in sulfuric acid and shooting himself out of a cannonball into a ring of fire, all to the tune of Mozart's "Requiem"). However he had to find something for Forgetful to do...he's a relative of a friend of Scooter's uncle. Where'd they meet? Well...I fergot!

I think that is Kevin Clash (Elmo). The puppet technique looks very similar and the voice could easily be him.
