How come they do not have much litter ?

@345thisisfrustrating This isn't really something I can put a definite answer too, but I think it's because the shelter tends to go around changing out boxes often and the cats don't use all of the litter they're given.. Probably saving on costs in the long run by giving the cats just enough to do their business.
