In the real time line of the game Squall was killed by Edea so Rinoa turned into Ultimecia , so she can travel to time to visit Squall , so she did take Rinoa to be a flare for them to come to her and kill her (it would be predictable if she gave up without a fight) but in the end she doesn't regret her death because she knew it would change everything including Squall's death.

It was supposed to be a love story conquering chaos, but the game wasn't perfect (gameplay, imagery that could be taken multiple ways) and everyone needs to pick the games apart and make conspiracies because they're too fucking obsessed.
