I agree with most of what you said, but riot shields aren't noob, they're just hard to get round, there is a difference. Also if you have the throwing knife attatched it actually takes significant skill to master, like quickscoping. I'd say hardline isn't noob if you have a riot shield also because you're not exactly spraying everywhere with a RPD. Scrambler is just a pointless perk tbh, all it does is tell the enemy you're somewhere nearby.
