This can never be a cleanroom. A proper cleanroom suit consist of a hood, over which goes a full body suit, over which goes cleanroom socks and gloves. In the more sensitive area's you've to use additionally a mouthcap.
Wearing a mouthcap but not something over your regular jeans, like in this video, is just non-sense. I think people with this kind of behaviour shouldn't be in a cleanroom.
