Boats/cars don't explode. No pressurized fuel source. The life jacket was offered to prevent death by drowning. I'm they fall and hit their head during the transfer and end up in the water, they will drown. I would have offered them a life jacket too as an initial action to prevent death.

HOWEVER.... the RESCUE IS on this video! Did you see it when they FINALLY did get plucked off the boat and whisked away? Its all in there...... Also,, did you see the guy in the rescue boat offer the two guys a LIFEVEST??? He actually says on the audio ..(you can hear it..) Here's a lifevest for ya! Hilarious!
tbh i lil bit of advice is needed here........don't go boating without a life vest if you cant swim!
