Some Korean girls do grow hair but I think most women don't know that if you shave hair they just grow thicker most of the time so they keep on shaving and they end up doing that for the rest of their life until they grow old and the hairs don't grow as fast

Korean culture is much more conserative overall but Koreans are more free to colour outside the lines. There is no specific way to do things.

Japanese culture is more traditional overall and Japanese people have to follow a very, very specific pattern of behaviour with no exceptions. Because Korean culture is changing so rapidly and Japanese culture isn't, I think that ticklebug's assertion will be right in twenty years or so.

I have plenty of little examples that demonstrate others. For example, I know office workers in Japan who color their hair. In Korea, working in the office and having (brightly) colored hair is looked down upon.
