Usually when you try to be polite about it and not cause embarassment, they start acting like you did something wrong..."I know this card is working, Maybe you didn't swipe it correctly"...Like I've never done this in my life. I just discreetly say...I'm sorry sir/mam, this card has been declined, is there another form of payment I can use?" That way I am being blunt, but discreet. No need to anounce it to the table.

Honestly, I've never had anyone tell me that it's my computers fault. Most people will read the message you're giving them and take it as you need another form of payment.
Up above Icecreamcycle has posted good advice, circling the word Declined and just handing it to them silently. It leaves them to slip another card in there without anyone noticing.

Only an idiot would let thw waiter/waitress take your card and swipe it. This is how cards get clonned. Never let your card out of your sight,

Just tell them it has been declined. You tried to be discreet right...If they want to call you out, then go ahead and tell them it was declined.
