its the wheel bearing. needs bearing grease you need to remove the wheel and get it up inside the bearing. i've had this on a couple of my scoots before almost sounds like a rubber seal creaking/squeaking.

I was going to see how difficult it is to remove the rear wheel when I noticed the nut that holds it on was a bit loose.
On a whim I decided to tighten that nut so the wheel is on more snug, and the sound went away. I'm not sure if that means the bearing is still bad or if the sound was caused by the wheel rubbing up on something the wrong way on account of being lose. Either way, the symptoms are gone now.
