All other functions of the government will by funded by the first taxes I mentioned. The reason being that we need to keep all modes of transportation open to our military in the event that other modes are shutdown in unforeseen ways. Are you saying that us being in space is not important to national security? If so, then you don't know much.

Also, I'm not happy at all depending on the Russians to give us rides into space. I'm telling you that this in not good for our security.
