I think it is. He had the coin stuck in the balloon before he inflated it. Look closely at how he hides it while inflating (with his hands) and while tying (on his knees). The coin he shows us is still in his hand at the end of the trick--not in the balloon.
Look at how the balloon stretches when he pulls on the coin. That wouldn't happen unless the coin was already attached to the balloon. Had he not pulled on it, I might not have given it a second thought and be fooled.
i think the coin was already in the ballon he then covers the coin while inflating the ballon, then to tie it he covers the coin with his leg and when he gets the other coin somehow he pulls the coin that is inside the ballon and he keeps the other one in his left hand, i think you can see the coin at :42

Well the biggest give-away was from 0:24 - 0:35.
