If anyone lives near the oil slick then you can do an experiment, 2 large cones of aluminuin foil (like snow cone paper cup) fill one cone half way with distilled water keep indoors and out of the rain, the other cone set out to catch rain water from the gulf.Then compare for reactions to the aluminuim foil,record the changes to the foil if any.color changes, temprature diff. I read in the Telegraph shortly after the oil spill that American legislation didn't require oil platforms to have a remotely controlled shut off valve.

Most oil producing countries enforce a shut off valve that can shut the valve from the surface.

Not that a remote valve would've mattered from what I've read.
