The one in episode 1, 4, 9, 10 and season two's episode 1 are all voiced by Liquid, one of CWC's most inventive and creative trolls.

The other guy is just some friend of Spazkid's. There are only two recurring actors, and the one in episode three I think was just a one off. He was also the worst out of the three as well in my opinion.
