I don't know about HAARP but the device that that man used is just an speeker that transmited audio vibrations (mechanical waves, sound) to Ventura's bones and then to his ears. It was mono channel so Ventura couldn't identify the direction where the music seem to be coming from.

The guy hinself says it is piezoelectrical (in part 5). Piezoelectricity is producing mechanical vibration out of electrical current (and vice versa). In other words, he was saying that those things he put on Ventura's face were speakers.
