Anyway, there's probably rules that state they aren't allowed to dye their hair - the rule is in my school.

You can always go with Rotary, the cheapest and one of the most well-known programs out there :) I don't know how it works for summer, but if you want to go for a whole year, you have to pick five countries and they choose the country you'll go to. Look up Rotary Youth Exchange on Google and you'll find their website and loads of other stuff :)!
