It was a tornado. A photographer just outside of downtown caught it. I am sure you can look the pictures up online.
As a matter of fact they think that 2 tornadoes hit within that area.

Keep in mind that...
A) These cameras were not filming the areas that were directly hit by the tornado.
and
B) The tornado that hit Atlanta was only a low-end EF2, which on a 5 level scale is only considered to be "minimal".
