That's no miracle, since none of the main graphics are running in real-time.
It's basically an enhanced video tape, cueing pre-animated film snippets, depending on whether you press the right button when prompted to or not. Of course, this also means that the interaction is severely limited. That's the big trade-off.
It's not a tape, it'a a CAV Laserdisc, each rotation/revolution of the disc consists one full image (two half frames). The laser pickup jumps 30 times a second for an NTSC CAV disc (like this from japan) to read the next frame. The game basically just positions the laser to the beginning of the next inplay film sequence. Dragon's Lair was also an arcade game using that laserdisc method.Pickups were slow so if you did the "wrong" move screen blanked for 2 seconds for the "you failed" sequence...
graphics lol, do you actually think graphics were like that in 1985 lol, its a laserdisc game so its basically an interactive cartoon, you just move the stick in the direction the arrows show, thats it and it will play out the same way everytime hence why they never really took off

I wish you had to target in the Sega CD version, it just feels sorta empty when you just push turbo, brake, left, and right. Thunder Storm/Cobra Command is missing the targeting in the Sega CD version too :(. Oh well, at least the Sega CD version has the BEST INTRO TO A GAME EVER, EVER! Oh yeah, was the playstation version released in the US?

yes, it is. designed by Data East, animated by the famous Toei animation studios. but this is "just" a video stream with some graphic overlays.
like most laserdisc games from the 80's it has great production value, but very limited interactivity.

Yes, you are correct. It uses laserdiscs for video and it requires quick reflexes.

as far as I know TOEI Animation Studios created all the animation for this game with just 10 animators in less than six weeks.
