Rugby players aren't fast enough for the NFL, nor do football players, most anyways, have the endurance to play rugby. Two different sports stop trying to say which are better athletes, they're conditioned for two very different games and both have phenomenal athletes.

It has a very long way to go to catch up with American football, baseball, basketball, hockey, and even soccer (which most Americans still hate). There's certainly a little hitting going on but not anywhere near as hard as the ones in the NFL. Hence the reason the whole thing about pads is meaningless. The ball never stays with one player long enough for a guy to come shooting it at a full sprint and smash your grill in. Dhani Jones is a former NFL player who went over and played with supposedly the best rugby team in England on his show. They asked him after the game which sport was harder. He said rugby was tough but not like NFL.

The free flowing action part isn't that important although I think it's cool just because it's different. People love the strategic part of the NFL so that's what makes it interesting and the fact that half the guys on the team are smashing into one another and trying to rip each others heads off at one time.

I really don't know why it hasn't taken off either. The only thing that really makes any sense when I think about it is that rugby just hasn't had the right people getting behind it. It would take a lot of money and support from the media and that's something that seems to be lacking for american rugby leagues.
