Think most of the 'runners' having problems were poorly trained to begin with & had no business entering the race. Properly trained marathon marathon runners know how to deal with hot weather & run accordingly..

They had enough water, but people kept pouring water over their heads instead of drinking it or letting others drink it.

Yes. The temperature was much higher then usual. Many runners were attended by the ambulances, and I think there was at least one fatal case.
