Actually, It is was at the time of its origin, a very strategic and well thought out idea. In retrospect, it is very similar to the cold war and WWII Axis vs. Allies ruling, but during those times the axis powers signed defence pacs, and treaties. Ultimately, The Bush Administration grouped a few countries, and labeled them as enemies if they did not appease the US.
