What would Russia do? Russia in 99' was still recovering from the economic hardships that it endured several years before.
The NATO attack on Serbia and Montenegro was meant to provoke Russia into a World War III but it didn't suceed because Russians knew it would be economic and political suicide.

If Russia was attacked by a formidable force, Not a single tank would leave its garage, The Nukes would be the first and last weapons fired.

VJ did an outstanding good job...after 79 days of vicious bombing they left Kosovo virtually untouched. Only the Air Force took moderate damage and the Air Defense even lower.
