It's a sort of rake brush, if I remember correctly it's a default brush named (Texture Comb) of which there are a few variations.

You can find it in the Faux Finish set (there are 2 there) and in the Wet Media brush set (there is 1 in there which is the one used in this recording at the 3 min. mark).

Specifically, It's a Wacom Intuos 2 9x12 inch tablet. Basically it's a pen and a board that mimics drawing/painting on to your monitor using digital painting programs.
