When something is heavy, circular, and balanced enough, they can spin for quite a while. At the time where it looks like it slowed down, the RPMs were probably close to being in sync with the frames per second of the video being taken, giving the illusion of not moving very quickly. I doubt very much it looked like that if you were there looking at it with your own eyes.
