They aren't voting randomly for these other people. Clearly they have told deskmates, or house members that sit near them what their vote is so they can input it for them.
If these politicians were really stealing votes from other State Legislature members then they would have been reported long, long ago by the members from whom they are stealing votes.
And as the woman said, they can't find any kind of legal ramifications to this so it's clearly a common practice.
@DCooper731 Actually they are voting across party lines. The rules clearly state that they are not allowed to vote for any member. This is called ghost voting. I do not see this as one person voting for another. I see it as one person silencing the voices of another district. The problem is not individual but structural considering the rules state that anyone caught casting a vote for another person shall be punished by the very body that is allowing them to vote for others.

@DCooper731 In my country, Canada, where MPs have to sometimes travel 3000 miles in order to sit down in The House, we could not get fair government any other way. Canada is just to big to expect a Memeber of The House [called an MP] to be everywhere at once. Texas is pretty big too. I bet Texas' House Members have to make choices too. Sometimes a Member has to go be near his or her constituants. I see nothing wrong with this. As long as the proxy vote is honest.
