The one who sscreamed "NO!" is not Qui-Gon. It's probably another jedi who's in the force trying to stop him or probably one of the Tusken Raiders dying.
@Avzzor Very similar except for the, "NOO!!" part. Just listen to him saying, "Anakin" in this clip, then watch the scene from Episode 1 when Darth Maul attacks Qui-Gon and Anakin. Qui-Gon will tell Anakin to drop and that sounds very much like the, "Anakin" in this clip
@LightningBlade311 It is Liam Nesson saying "Anakin" but not "NO".. They just cut the part from Episode 1 to this scene and added in some random bad actor screaming "NOO!"

The ghost of Qui-Gon is speaking to Anakin. He's saying "no" because Anakin took his revenge upon the Tusken Raiders
