there are events that allow you to get +16 and also ones to add a seal.... if you choose 40% cool down time on a piece, then there is 40%.... there are other drops that have cool down .... like the helm... there is an additional 30%... one more piece with cool down as the 6th seal and you have another 30 - 40% cool down..... now you are at 100 - 120% cool down time.... virtually giving you no need to wait to reuse the skill
