Like I said, you didn't pay attention.

All HP increases are acquired through "Get Bonuses" such as when you defeat Twilight Thorn and Axel the second time.

Look it up on gamefaqs(dot)com... I should know since I also have maxed out my HP. But as I said, it was from bonuses and not from leveling up.

Wow, Seifer seemed just as weak as he always does when I Struggle against him at lvl 99. Except, he didn't die right away, because when I Struggle against him, I stay on the ground, get the first shot in, go through the whole combo and finish with Explosion, and he's down for the count.

1) This is a hacked video, so Sora cannot fight Seifer like this.

2) Jiminy's Journal is referring to a Struggle Battle. To fight Setzer, you must defeat Hayner 10 times in a Struggle Battle. To fight Seifer, you need to defeat Setzer 10 times in a Struggle Battle.
