Looks like a an abandoned cargo elevator, probaly used in a mine. If you think it had some criminal use you should report it. If not contact any nearby mining company, they have the equipment and the know how, to safely access this location.
I think there is a missle silo near Gillette/ possible tornadoes so people got paranoid and built the bomb shelter. Looks like it leaked, rotted out floors so abandoned.

It is not my property so I have no rights to snoop any further on the situation. The local law enforcement was notified and they didn't really seem to care. A buddy of mine I work with I guess drove past it about a month ago and he said that someone was digging it up. I'll drive past there within the next few days and confirm this.
