I think the reason why these girls look older than teenagers had a lot to do with the clothing/hair/makeup styles at the time. Girls at that time were encouraged to emulate their mothers, not to mention the style of models/actresses of the day. The late 50s/early 60s was a time of big hair and bright, colorful makeup.
