What needs to happen is Daisy(misty's eldest sister and only one besides misty who has a brain) needs to get her confidence back so she can go back to being gym leader so Misty can go be with Ash. Based on ep luvdisc many splendored thing it is possible for Daisy to get her confidence back and a certain Pokemon watcher might be able to help with that. I don't think lily and violet have a brain.
