I think it's a balancing issue combined witha fairness issue; games would be unbalanced if everyone on the zombie team chose to be a smoker, so there's a limit to how many smokers, boomers, and hunters you can have in a normal game (1, 1, 3 respectively).

Now if you could choose which one you wanted to be, someone who liked only being the smoker would always choose to be the smoker, therefore denying his teammates the joy of being smoker-full :D

A boomer spews vomit on the survivors (gross sounding, I know :/) which makes it hard to see, and it calls a horde of zombie minions (the most basic NPC zombies) to attack anyone who is spewed. When it dies, it explodes and releases a shower of vomit, which does the same thing as spewing them with vomit does (very gross ;) ).

You've got to play online Versus mode, where you alternate being human and being infected.

If you have the PC version, there is a way to play as the infected on Singleplayer, but I don't remember it (it involves using the console to temporarily change part of the games code).
