Well, having looked at the Kreisler song, found the lyrics online, translated them, and compared, I can safely say there's no plagiraism here. The accompaniments have a slight similarity, but no more than other music hall-type tunes have. The actual sung tune is very different, with almost no points of comparison betwen them. The lyrics are also very different as well.
