A good way I've found to deal with Second chance knob jockeys is to put em down and (if you can) leave them wriggling around on the ground till they die and as there team comes to help them you take them down too. Works for me.

I play on PS3 and the lag gets much worse whenever I was host. It was so bad that everyone else was moving really jerky and I get killed long before I ever see the opposing player. On the times I do manage to get my weapon up and fire, the kill cam shows that I never got a shot off. It got to the pont that whenever I was host, I would quit the lobby immediately.
