It's a serious problem as they have a large elderly population who are a drain on resources especially with a dwindling young workforce. Most developed nations such as countries in the EU and the US have large immigrant populations which provide a significant proportion of the work force. Foreign workers are essential (alot of racists do not seem to realise that)
They wear masks to prevent the spread of illness if they are sick, and allergies. Since this video was taped in March, it was probably done to protect them from allergens.
