Half-Life 2 takes place in Eastern-Europe. I found that the name Nova Prospekt is based off of a Polish phrase meaning "New Prospective", so that could be a possibility. Look harder and you'll see lots of text in cyrillic (the russian alphabet) around the place. City 17 is pretty obviously in eastern Europe, probably somewhere on the shore of the Caspian Sea.

No. City-17 looks very different than Riga. Very different. And we dont have any mountains in 1k Km around. I'd prefer thinking that City-17 looks more like Germany or sommething in that direction from Latvia.

In Riga you can find only one pretty wide and straight river (Daugava) And no such sewers like in City-17.

Riga is very boring for Half-Life action.
