The use of a vehicles flashing hazard-warning lamps, effectively as a defacto rear fog lamp, is permissible in some places on Earth, but its best this hazard lights function be reserved for use at crash scenes and breakdowns, as originally intended and outlined in The UN Road Traffic Convention.
If they did not use their headlights, the cars will meet the fate that befell the Carrier Pigeon at Pigeon Point and the sidewheeler Tennessee at Pt. Bonita. Both had accidents during dense fog.
In Canada, all cars have daytime running lights. They cannot be turned off when the car is in drive.

Can't stand people driving w/o Headlights in rain,snow and def. Fog !
