Studies have been made and they found some of the Darkest skinned Africans with the broadest lips who are more "White" genetically, than "whites" in Egland. You can't tell by color. I doubt you ever really could.

I really do not know how it is in the USA - I've never been there and I kinda do not care what happens there.
