@mewmiki sorry your message was 2 years ago but what happens here is in one of the endings Walter deforms Henrys body no one gets to see it and the police cannot identify Henry he's so badly deformed I'm guessing someone kindly made this to show us what happend to Henry although could've been abit more graphic

It's supposed to be a moment of ominous creepiness, not so much a cheap scare tactic that 'jumps out at you'. Silent Hill has always been the best at setting that uneasy, nervous fear mood with subtleties like idle standing creatures faintly seen in the distance through the darkness or fog, and ominous images like the rabbit balloon seen at 0:26
