Once outside, go left around the city. You'll soon see a bush right by the wall to your right. Go up to it, look behind you, and there he is!

I think he was on the east side but like mangler559 said, just keep running a circle around the outside of the Imperial City until you see him. You can also find skooma in caverns and stuff sometimes. There's a mission for the dark brotherhood where you have to kill a skooma addict, you can just do that and take his if you can't find it anywhere else.

my imperial can run around 120 km per minute and i will tell you how on pc. use the modpcs athletics to get your skill up to 255 then use modpca speed up to 255 and there you have it and also you can do that with acrobatics aswell to throw in fun
