GSD puppy ears are often floppy. Sometimes people will use tape or certain types of glue to train the years to stay up as the Cartlidge starts to set. There is also a phase when they are teething that the ears are predisposition to be floppy. Typically after teething the ears should stand up, sometimes they need some encouragement. Diet can also be very important to help build up the Cartlidge in the ears.
Some GSDs have genetic dispositions to have floppy ears so some of them may never rise. Also of the dog doesn't get the right nutrients when it is growing the ears may never rise.
