Think about what consitutues poverty though. Up to 300% more income than poverty in the united states, you are still not living comfortably if you have a stereotypical nuclear family. You still have to worry alot, as opposed to being impoverished with nothing in Venezuela, you still get medical, food, water, rights, living wage, and oil money. Chavez booted the Citgo CEOs and gave the money back to the people who deserved it the most, those who tore into the land and built it from nothing.

Seems a bagman for Hugo Chavez was caught in the airport in Buenos Aires with $800,000 in Chavez Petro cash to be delivered to Kirchner for her current campaign to nationalize the banks.
