I've heard that rumor too or something similar, that there was suspicion Padilla was John Doe 2. Bill Cooper said that he identified Michael Brescia as being John Doe 2 when McVeigh and him reportedley visited Cooper's home shortly before the OKC bombing. Said Brescia had the same hat on that was shown in the composites of JD2. More about their encounter in this vid:
