That's Wicked Lady....which is technically and older version of Chibi Usa/Rini....This is from the second season of SM...Sailor Moon R --> the dubbed episode is #78 and the Japanese/subtitles version is #85...I believe the title is just called "Birth of Wicked Lady" in english...Hope this helps! =)

Okay, so I found out how to watch it in HQ.
Look for the tiny blue text under the video on the right hand side and click "Watch in High Quality". Hopefully that works.
