Nobody generated expensive kitsch in the '80s like Menahem Golan and Yoram Globus. If they weren't around to greenlight all sorts of ludicrous genre fare like this and turn film franchises cheesy, American cinema in that decade wouldn't have been as fun. For god's sake, they actually let Stallone himself adapt the screenplay of this film from the novel. Producers don't have balls of that size anymore.
